PROJECT MANAGEMENT TEAM
1. PROJECT MANAGER
Key Job Description
- He shall be the CONTRACTOR’s Representative.
- He shall be responsible for the overall contractOR’s operation under the CONTRACT particularly on safety, project management and contractual aspects and the welfare of the CONTRACTOR’s personnel.
- He shall liaise with PC(T)SB on all matters pertaining to the work and shall ensure that the WORK is done in the most effective and safe manner without undue delay to any part of the project execution plan.
- He shall be thoroughly conversant and familiar with critical path method.
Minimum Qualification
- He shall posses a recognised Engineering Degree.
- He shall have 8 years professional experience in Oil & Gas industry of which have 3 years cumulative active working experiences in Offshore and Onshore Maintenance Construction.
2. PLANNING FIELD ENGINEER
Key Job Description
- He shall be Lead Workscoping/ Workpacking Engineer and reports to Project Manager.
- He shall organise Survey Team to carry out survey work
- He shall review projects and prepare WORK schedule based on workpack and projects to be done by other groups.
- He shall review and determine optimum number of work crew to be mobilised at any one time.
- He shall prepare requisition for MATERIAL and follow-up on delivery and issue of the same to work location.
- He shall prepare reports for WORK schedule, project costs, maydays consumed, MATERIAL status as and when requested.
- He shall verify the resources and MATERIAL utilized against each job card and the work as a whole.
- He shall record minutes of all project co-ordination meetings. In addition he will maintain a daily man-hour expenditure report, which will form the basis to the weekly report.
Minimum Qualification
- He shall posses a recognised Engineering Degree.
- He shall have 5 years professional experience in Oil & Gas industry of which have 2 years cumulative active working experiences as Workscoping/ Workpacking Engineer in Offshore and Onshore Maintenance Construction.
- He shall be thoroughly conversant and familiar with critical path method.
3. WORKSCOPING/ WORKPACKING ENGINEER
Key Job Description
- He shall be responsible in preparing workpack with interpretation of PC(T)SB’s brief or request, workscoping, survey requirement, pre-work planning, resource estimation and workpacking documentation.
- He shall prepare cost estimates and manpower requirement per job basis.
- He shall take the survey results as a basis for preparing workpack.
Minimum Qualification
- He shall posses a recognised Engineering Degree in Civil or Mechanical.
- He shall have 5 years professional experience in Oil & Gas industry of which have 2 years cumulative active working experiences as a structural/mechanical workscoping/ workpacking engineer in Offshore and Onshore Maintenance Construction.
- He shall have experience in planning methods, CPN and construction/maintenance man-hour estimations.
- He shall have working knowledge of offshore oil and gas production processes.
- He shall have working knowledge of plant inspection and paint assessment procedures.
- He shall be conversant with relevant Codes and Standards and be familiar with International Codes of practice.
4. PROCUREMENT OFFICER
Key Job Description
- He shall carryout resource procurement process and expediting.
Minimum Qualification
- He shall posses a recognised Engineering Diploma
- He shall have 4 years professional experience in Oil & Gas industry of which have 2 years cumulative active working experiences in Offshore and Onshore Maintenance Construction in the areas of warehousing and procurement.
- He shall possess working knowledge and conversant with different classes of structural, piping, electrical and instrument MATERIAL, and relevant codes and standards.
- He should be able to perform MATERIAL take-off from engineering drawings. Must be able to work with computer software assisted data recording/inventory control system.
5. QA/QC ENGINEER
Key Job Description
- He shall ensure that PC(T)SB / CONTRACTOR approved QA/QC program is implemented continuously. This shall include fabrication and testing procedures, MATERIAL and consumable for use, and required trade skills.
Minimum Qualification
- He shall posses a recognised Engineering Degree.
- He shall have 5 years professional experience in Oil & Gas industry of which have 2 years cumulative active working experiences as QA/QC engineer.
- He shall be conversant with all welding codes, procedures and examination applicable to the relevant Codes and Standards. In addition, he will be familiar with International Codes of practice.
6. MATERIAL COORDINATOR
Key Job Description
- He shall be responsible for proper accounting, locating and distribution of PC(T)SB construction MATERIAL and consumables and, EQUIPMENT and any other free issue items at/ in CONTRACTOR’s yard.
- He shall identify, expedite, organize and dispatch MATERIAL, consumables and EQUIPMENT as per construction requirements. This includes preparation of proper work documentations (e.g MTF form etc.), getting necessary approval and proper boxing for MATERIAL and make necessary follow up.
- He shall be familiar with PC(T)SB construction drawings and MATERIAL specifications and have good working knowledge of respective MATERIAL used in the construction projects, such as pipes, valves, fittings, structural steel, electrical components, instrumentation fittings, cable, conduits and tubing etc.
- He shall be able to identify a pipe by its schedule, types and classes of pipefittings such as elbows, tees, and reducers etc., types, classes and manufacturing standards (eg ANSI B 16.5), of flanges, and familiarity with relevant standards such as ASTM, API, ANSI, BS etc. applicable to piping and structural steel.
- He shall be responsible for MATERIAL and consumables inventory control on site and advising the Operations Team Leader of any shortage so that timely requisition can be made.
- He shall be responsible for receiving MATERIAL, checking the manifest for correct MATERIAL quantity, inspecting MATERIAL for physical damage and separating and proper storage of MATERIAL on site to ensure safety and prevent loss. Also maintain proper maintenance of stored MATERIAL, consumables and PC(T)SB (e.g. oiling, greasing etc.) to prevent deterioration.
- He shall supervise all loading and offloading operations in the yard to ensure strict adherence to PC(T)SB safety procedures.
- He shall liaise with PC(T)SB personnel to ensure that the issue and subsequent distribution of MATERIAL are in accordance with PC(T)SB procedure.
- He shall prepare PC(T)SB MATERIAL report.
Minimum Qualification
- He shall have 4 years working experience in Oil & Gas industry of which have 2 years cumulative active working experiences in Offshore and Onshore Maintenance Construction in the areas of materials stock keeping.
7. TECHNICAL CLERK
Key Job Description
- He shall report to Workscoping/ Workpacking Engineer
- He shall assist the Workscoping/ Workpacking Engineers in preparing Workpack.
Minimum Qualification
- He shall posses a recognised Engineering Diploma.
- He shall have 3 years professional Workpacking cumulative active experience in Oil & Gas industry with design office experience.
8. SURVEYOR
Key Job Description
- He shall report to Planning Field Engineer
- He shall lead the Survey Team in carrying out assessment of PC(T)SB project request/ brief, setting up, taking measurement and dimension, preparing sketches/ isometrics at work sites
- He shall where appropriate propose structural modification, piping routing, hookup, tie-in and the like so as to be safe and economically engineered.
- He shall work with Workscoping/ Workpacking Engineers in preparing workpack.
Minimum Qualification
- He shall have 5 years working experience in Oil & Gas industry of which 3 years cumulative active experiences as Fitter Foreman.
